I also think it's acceptable to use stage-0 with a developer tool.
Let's just hope developers don't get carried away with new features.

I am curious about if there are any additional capabilities of stage-0 that you're worried about devs using. If so, are there any eslint rules we can add to prohibit it?

Nothing specific. It's just that stage-2 features are less likely to change.
